new name change coupons.

A few weeks before the release of Evan a couple years back, my acc was accused of and banned for 2months for using "foul" language in a smega. My question is this. with the new name change coupons, are people with previous infractions from years prior, able to change their names using the new coupons? I want to know before I waste 15k nx and find out I cant then have to submit a ticket to get nx back....

    you can name change as long as you are not perm banned
