So far, the event seems to not be giving out the specified rewards...

Level 60 Achievement Gift
Level 60 Equipment Support Box: Untradeable, 7-day duration
Burning Character Selection Coupon (7 Days): Untradeable.
On Reboot world, receive 2x EXP Coupon (30 minutes) (x3) instead.

I never recieved my 2x EXP Coupons (30 Minutes) (x3)

    Did you get anything at all that indicates the game considers you a new player?

    Yeah. I obtained the level 30 portion of the event, along with the pet in the beginning. (Esel) Also, completely new account.

    In fact, at level 60, I obtained the armor boxes.

    i have a question if you make a new character on an account that has been around for a year does the character get the new player bonus or no and how would you get the bonuses for them
