Francis not attacking during Assailant 1 Quest

Bug type: Francis not attacking

Brief bug summary: Francis is suppose to attack you as part of the story quest Assailant 1 in Eastern Besieged Henesys

More details: In the quest you are asked to walk outside to wait where a fight is triggered with Francis. But Francis just floats there. Normally damage would be dealt to you if you touch him but you can just walk right past him he never moves. Nothing is frozen, the counter just counts down and that is it.

Steps to reproduce: I forfeit the quest and teleported to another location. I then activated the quest once more and ended up with the same result. Francis just acts like a background and floats.

    Francis appear as a npc that you must talk to, to initiate the fight. (yellow name under him)
