Protection scroll update

We should be able to use protection scrolls in conjunction with non-star enhance scrolls even if the item's starforce is maxed or at 12+ stars.

Look at this item:

Out of 13 icogs (approximately 200k nx later) this was the best roll out of the 13 and it's still weaker than a prime scroll.

Why is this acceptable? It doesn't make any sense to limit the protection of items for non-star increasing purposes at all.

    You really underestimate 4 matt. If you haven't done the math to prove it 4 matt + 1 stat is almost always better than 10 all stat, even if you're at the point where you're transposing 15* tyrants into SW for gains.
