Event reward chairs should be account tradeable

The dice event for example awards a a chair however it is untradeable and I suggest making it account tradeable and future event reward chairs to be the same.

    well you'd have to bring this suggestion to KMS, since GMS just follow everything that KMS does.

    i mean it would be great if gms could take some initiative and implement this change first and then have kms follow, like we did with our first version of dmg skin storage.
