    No it is not and there are neb removers u pay for in cash shop but it destroys the neb, maybe xfer hammer might let u move the neb to another weapon within 10 levels, cant quite recall of that moves the neb or not.

    Transfer Hammer doesn't remove nebs.

    Transfer hammer will move the neb on the old weapon over to the new weapon (tried it myself)
