Typically this occurs when the game cannot connect to the server. During an actual maintenance, the launcher itself will state that the game is under maintenance before the game is launched.
You may try restarting your computer or your internet and see if that helps.
and sometimes it says theyre up, but that's when they test things out themselves to see if things were implemented well, but theyre not open for us to play yet in those cases
