Legion lv not increasing

My legion was 5.7k lv and than I started to create three characters to get them to lv100 thus, my legion should of been 6k to rank up. However, when I checked my legion lv it was still 5.7k.

    Only your 40 highest-level characters count for Legion.

    ah really? I thought all character lvs would of matter added to legion lvs. Anyways Thank you.
