As of 7:13pm Central, the issue is still present and unresolved. It's affecting all my characters on Scania.

Ah, common denominator detected. Same thing happened to me, clicked the Lith Harbor quest to start it, immediately had all my issues.
It's not just you. I'm currently trying to complete it on my new Lynn and it is just not showing up. I have all the required quests completed, but Alex only has Scouting the Stronghold available.

I had already tried the settings on low, did the same thing ._. My Illium character's essentially stuck since I can't move past a certain point no thanks to the game crashing.
Update: Re-installing did not work, nor did restarting computer, neither did changing any in-game settings before going through the cutscene again. It still crashed at the same point and it's honestly frustrating to see it happen every single time …
