Here's how I get around it:
1. Go to a town with quick-access to party play maps (ex. Henesys)
2. Open that quick-access menu.
3. Click on Commerci Republic.
This assumes you did the pres already Pre-V.
The question of upping the bonus stage rewards in general is a bit of a catch-22.
If you improve the meso/exp rewards from the bubbles, the botters will go to town about it, making inflation even worse.
