Yes; it seems that we can only open a new character on tespia if we have less than 8 characters. So delete whichever characters you want until you have 7 or less characters and you'll be able to use it/create a new character.
How are you guys even using the 150 character card? It says I need an empty character slot, but I have no way of getting one. Even deleting one of my characters on the tespia server doesn't open up a new slot.
