I mean i kind of disagree as far as i know from day one the actual quest in game tells you that you only have to hit lvl 200 and when you complete that quest that is how you get the legion block so imo it's on you for assuming that the quest wasn't…

Yea i spent around 10b on both sweet water face accessories and couldn't even get 15 stars but with another 10b got 5 other items to 17 stars.
