The bulletin boards don't talk to you. There's just a message in the chat window. Just stand right in front of each one and click on it, and you'll be done with the quest.

I think if you stay logged in long enough, you revert back from being a zombie. What world are you in? I have some vaccines in Chaos and I think in Zenith.
