You need to use up all the scroll upgrades available on the item, yes. It's up to you if you want to roll the dice with the 70% & 30% scrolling though.
It's just the lag that delays it. It's not gone, just takes a while to appear. It's a pain I know, but just wait a minute & then you can use the cash shop as usual.

One thing I noticed, during the recent 2 maintenances for ems there were no preparations for the migration, so they are probably already done with it and waits for the patch to hit gms.
I do hope we get some news about the progression of the migration soon. I'm in dire need of new content, not to mention the revamp of my class.
