Some sort of a way to restock on Gollux Equips other then relying on 5%? drop rate? I don't even know if those equips are on the drop table of most difficult Gollux.
This is not a problem in KMS since they don't have Gollux all together. Is that why Global Nexon can't say anything? Because KMS can't do anything?
Permanent bans are sometimes overturned, either because Nexon realizes they were unjustified or because of a "second chance" event.
Additionally, when last we had a name-clearing event, Nexon said that names in banned accounts will not be released. The reason was that they don't want players to take IGNs of famous hackers or cheaters, intentionally or not, and acquire an unearned reputation.
All of which I completely understand and knew already, however, personally I don't agree. I've played MapleStory for years and I've never met or heard of a "famous" hacker or cheater, and even if well known within the World the name dies out after a few months and nobody remembers them anyways. Also I felt I should put my thoughts out there as a suggestion to change the rule. If the thread gets lots of views and people agree with my stance, Nexon may change this, if people don't agree, no problem.

It does happen, however like you said it doesn't really matter. Unless you're AFK, which was the point of the mob in the first place.
Which is probably why it has the behavior.
Because someone who just walked (or cc'ed or teleported) into the map might be AFK?
The anti-AFK mobs' "point" is served by their spawning every 5 minutes while someone is in the map. Their spawning the instant someone comes into the map only serves to kill people lagging on log-in (or stuck with popup windows slowing them down) and low-AF characters trying to complete the story quests. It has nothing to do with fighting AFK'ers.
