    Did you do the prequests? I vagueley remember having to do a few quests before the option for the Hallowed Ground of Thunder became available. This is in addition to the quests that you need to do to enter the area in the first place.

    Got the quest that said to get the key which required all 5... so eh.

    It mean you are missing a pre-quest. Make sure you got the quest from Chief Alex asking you to eliminate Empress Cygnus.
