Luminous skills won't cast

Luminous skills aren't casting at all. I had to auto attack my way to level 30, and his skills aren't casting still.....

    Lumi requires a 2ndary weapon to cast his skills for whatever reason now.

    It's still a bug for sure, but just wanted to clarify why that's happening.
