Item from Philosopher's book can not be flame?

Am I the only one here talk about; that items from Philosopher's book can not be flame? Anyone has same problems? I’ll appreciate the answers!

    Those hair-band, and crescent blade, and Faf weapons too

    Just regular one tried Lv110-150, all unable to flame

    I find out other item unable to flame as well, Lv103 elemental staff 1

    It is intentional that Lv 110/120/130/140/150 flame can only be used on equipment that were created before flames were added to the game.
