Circle of Suppression Hyperskill not working

Bug type: Skill error
Brief bug summary: The Kanna Hyperskill toggle ability "Circle of Suppression" instantly deactivates immediately after activating.

More details:
It activates, then immediately deactivates. Not sure what else to say, it's just 100% not working.

Steps to reproduce:
1. Be Kanna
2. Have Circle of Suppression Hyperskill
3. Cast Circle of Suppression
4. Wait 1 second

As of v.263 update, 9/24/25 (initially noticed around 10pm Central time)

    This was not fixed in the maintenance. The circle still stops working 1-3 seconds after casting. Domain is also messed up.
