Who makes the decisions in the game?
I am very interested in knowing who decides what gets implemented in GMS or doesn't. I always see people a huge number of people requesting things that other regions have like flames or 25 starforce limit but it doesn't get implemented. At the same time many people have argued that certain things shouldn't be changed like Kanna's Haku buff which has received huge backlash but they still decide to go along with it. What makes Nexon America not listen to their player base even though the players know more than anyone else?

You do realize that there are players that do not want flames or an increase to 25 SF. Pretending that they don't exist in order to make it a point in your argument/favor is disingenuous. Looking in those discussion threads is proof.
People not wanting flames or 25 star force is a vast minority compared to the people that DO want it

If ure being sarcastic well i cant provide a web or a link but on every stream when this topic is said people agree that we want this ive also talked with some people and agree that this should be a great way to continue increasing the range, specially cuz they are f2p as far as i know, u only need mesos for them, instead of just throeing a vast amount on dollara in cubes to end up disappointed.
Id also love to hear y people dont want this , since u have only atated it but havwnt given any reason as of why that minority dont want this feature to be implemented
Then you can stick with your 15 star force limit and your nebs while everyone else gets it. If you can find where people say they don't want any of these please feel free to share.

Did you even READ the last link you posted? You have several people there that say they DON'T want flames in GMS.

I actually did and there were plenty of people who wanted flames over those who wanted. At least I was able to provide evidence to show my point which was more than you did. But that is besides the point of this post which you clearly have missed.
From what I understand, the Development team is responsible for a lot of decisions and changes.

That thread was made before the V Patch arrived. I would have agreed that it would have caused an unneeded power-creep at the time.
However, with the introduction of Hard Lotus, Hard Damien, and Hard Lucid Flames of Rebirth is becoming more and more reasonable due to the fact there's a lack of accessibility of other systems such as Nebulites and Bonus Potential. If you haven't caught on by now both of those systems still has a pay-to-win wall that blocks the average player from accessing them.
Flames of Rebirth is also more free-to-play and much more accessible than Bonus Potential and Nebulites. In fact, Flames of Rebirth has been existing but most of it has been disabled manually. There are tons of Flamed gear in Luna which proves further that GMS technically can have Flames if Nexon America chose to.
Assume an end-game player does have their proper Nebulites and Bonus Potential. How many of those can group up together and fight the current top 3 bosses? I'd say it's a low chance, it's pretty unrealistic for the average player. Players have already suggested revamps to systems such as having more access to Nebulites and Bonus Potential via Reward Shop, but that hasn't happened despite the fact several threads were made within the last few years.
I also doubt that GMS will lower the HP of the current end-game bosses, or implement the above suggestions. Proof is within the latest Kanna nerf coming for v189. They would rather copy-paste from another region instead of solving the issue altogether as a region exclusive. Since there are no changes to Hard Lotus, Hard Damien, and Hard Lucid from any other servers besides KMS that makes it easier we have little to no hope until KMS changes it. What's more unfortunate is that their Bonus Potential is more accessible due to having a much more stable economy than GMS.
As long we're receiving KMS content it's starting to make less and less sense to block Flames of Rebirth since it's certain that there will be stronger bosses beyond the levels of Hard Lotus, Hard Damien, and Hard Lucid. Some form of change needs to be made for sure at the end-game level.

And your opinion "Which was more than you did" is flawed. You already posted the topic that I was going to use to prove you wrong. I don't need to do more than that because it fulfills what you asked: Pointing out folks who didn't want flames.
Not sure but I'd imagine it is agreed upon by a select number of people. I feel like NA doesn't get much choice regarding some of the major changes.
EDIT: After reading this post it would seem KMS manages all regions. This would make sense as Korea tried to completely remove kishin from our version in the past but apparently GMS fought for us to keep it? My memory is a bit hazy but I think it was something like that.

Here's what I still can't understand. How do changes like the incredibly stupid drop rate gear nerf/ drop rate nerf make it through to the live servers when not only a large majority of GMS players are against it, but a large majority of KMS players are also??! It was a poorly thought out change with a weak excuse about balancing the power gap which could quite easily be done by making cubes more accessible to free to play players. Instead they choose to ruin a stat on gear that is costly to get with other useful stat lines. The most recent 2x exp/drop event has only shown even more how much worse the rates are compared to before.
Balance changes I can look past, but when they decide to meddle with big game changes without taking feedback into account it becomes incredibly irritating. We, the players play this game more than Nexon and we understand it far better. They should be listening to us more. Instead it feels like they are ignoring and doing what fits their agenda. This is why Maplestory is going down hill population wise. People leave when you continually ruin the game.
