experience penalties for killing higher level mobs

if I can kill copper Drake's in sleepy wood at level 35 I should get full experience for it
especially if I'm standing in the middle of them all taking damage
you should be rewarded for taking risks it would make the game a lot more enjoyable

    Leveling at those low lvls is easy enough anyways so i don't think it really matters. Later on however certain areas are level locked i think, such as henesys ruins, excavation site and scrapyard. I understand the lvl requirement for quests, but I'm not i sure i understand the lvl requirement for area entry.
