Rage is an optimal range booster for phantom. the others are survivability in that Impeccable memory. Bless is second to rage, there would be no replacement for phantom to gain some damage in that area. As I main phantom, I would have to oppose to most of these as I have most of them in my tool set. I wouldnt be opposed though to removing the reflect from Rage. It is pretty useless, even at a low level.
Unless they make it so phantom can steal non explorer skills (which I doubt) or significantly rework phantom ( which is highly unlikely) the actives shouldnt become passives, of course it isnt just like that for phantoms.
Fair enough, I don't mind rage being a buff, but I just don't like how it has such a weak counterattack effect. If that was removed, I'd be happy. As a hero main, the effect aggros mobs while doing such low damage which is why I rarely ever turn on rage unless I'm training or fighting a boss.
Some people complained about party buffs being removed if they did this. They could just do it like BTs cat mode then, with them automatically recasting without animation.

So how would you propose they change phantom's mechanics if everything else was turned passive?
The Skill Select system has been removed from Urus. The system was designed to increase enjoyment of a large party battle by reducing the number of skills used in the map so you could see them all. However, it is more important to reduce the gap between characters based on how many skills they could use.
This just in, KMS removed Ursus' 8 Skill Limit. Greatly reducing the priority of this suggestion.

Combo Attack - When would you ever NOT turn this skill on?
When you're just socializing in town and don't want those red spinning orbs around you - or, worse, around a seemingly random part of your chair or mount.
Or when you're doing a tricky jump quest and want as few visual distractions as possible.
(In fact, people have asked to be able to hide Lumi's orb, Cannoneer's monkey, Kanna's Haku, and Evan's Mir, for the same reasons).
Maybe an additional rule can be added to your list of when a skill can't be fully passive: when it has a visual effect.
Wild Hunter's Feline Berserk, Wind Archer's Albatross's cape, and now Luminous's Eclipse and Equilibrium's face change can have their visual effects toggled on and off by right-clicking their skill icons in the Skill Inventory. So a solution to the visual effect rule is making all visual effects from buffs toggleable by right-clicking their skill icons in the Skill Inventory.

Combo Attack: you can now right-click the skill icon in the skill window to turn the Combo effect on/off, the number of Combo counters can now be checked in the buff section in the top right part of the window

For F/P Mages, I would be happy if just the weapon boost + elemental decrease could be made passive.
Ignite/Magic Guard can be argued to have reason to be turned off.
I've left Magic Guard off on purpose in Dojo sometimes to save MP when I have an auto heal available. (5th job node)
Ignite can not only heal Pierre, but Phantom can benefit from it as well. I wouldn't want to further reduce Phantom's skill pool.
Pierre really should be changed so that DR and/or DoT skills don't heal him.
It's pretty bad that a F/P mage can stop attacking completely and still heal him completely by accident. (One could argue that a lot of classes could do this)
But I don't really see a reason for making Pierre more annoying to fight than Vellum.

that's really selfish. I as evan would sacrifice damage for the sake of not having buffs at all. If a arch mage or bishop are in my party and their bless/meditation becomes passive. I'd give up gladly on the magic attack boost for their sake to have a smoother gameplay.

There's a solution for phantom. give him extra 30 attack in one of his passives like mastery or booster or something and you don't have to use rage. How about that?

As of July 12, Illusion Step for Bowmaster and Marksman, Weapon Booster for Bowmaster, Wind Archer, Phantom, Wild Hunter, and Xenon (and more to come), Cygnus Knights' Elemental Summons (except Blaze Wizard's), Wind Archer's Albatross/Max, Phantom's Bad Luck Ward and Priere D'Aria, Luminous' Dusk Guard and Dark Crescendo, Wild Hunter's Feline Berserk, and Xenon's Efficiency Streamline and Hybrid Defenses have become passive or toggle skills in KMS.
