There is currently a bug that requires you to manually activate the skill after you have entered a map with monsters near your level.

You'll know it is active by the presence of this icon in your buff bar at the top right of the screen. (less)
The whole point of Burning Zones is to encourage people to train in less-used maps. So yes, it is intended to punish people who insist on going to the same popular meta maps even though they're not burning.
