I'm having the same issue on my Kanna in Mardia. I looked for the quest but it does not seem to exist.

I just lagged to death in the event hall on one of my oldest characters. I can't do the V coin exchange Grrrrrr. Nexon needs to fix this or stop putting events in there.

Well I was right it was on their end and not ours. After the maintenance no more crash issues when changing characters.
