I poked around google a bit, what I found is that it used to be a gachapon item back when different towns had different items in their gachapon machines. This item in particular came from the mushroom shrine gachapon.

You will, unfortunately, not be able to find it on reboot. I don't know what that second guy's deal was, he should've just come out and tell you it's unobtainable instead of being a snarky ass.

Sounds close enough to the truth. They've already upped the drop rate several times over the years iirc. Though by how much is a mystery.
Run as much drop gear as you possibly can and just wish for the best. Don't get discouraged (if you really want the skill) and keep at it.
It's still very much possible to obtain the skills if you really really want them.

Barking up the wrong tree, friend. People have complained about the abysmal drop rate of everything involved with that quest for years and nexon has seen fit to simply ignore it. Your only real options are to sack up and suffer through it if a literally worthless passive skill and an outdated, underpowered active skill are that important to you, or to give up and ignore it like everyone else does.

Here are the skills: warrior, archer, mage, thief, pirate. For the amount of work it takes to get the skills, they're not worth it.

You're gonna need a lot more than 112 boss damage and hitting 10-15m per line, especially on a hero.

First order of business, show your gear, your stats. What codex set are you using?

Also, worth noting, it's not necessarily a carry if you go with people who are in a similar boat as yourself. If you're trying to do literally everything by yourself without the aid of other players in any way, shape or form, you're going to hit a wall very quickly.
