It's still happening. I've been trying to get the shoulder for the past month but not once has it shown up. Almost always does the earring and symbol show up.
It would be easier to just to have all of them available...

Does anyone know if the same questline and rewards will be available post-revamp or should I do them for every character before they're gone?
I'm not sure. Although if I were to take an educated guess, Illium's basic attack is no different than anyone else's attack, so if it's happening to Illium, it must be happening to other classes.
