i don't know about any silent crusade quest requiring such an badge but that could be me. have you tried forfeiting said quest and retrying to complete it?

There should be a lightbulb above your head after you killed the mobs, it can take up to 30 seconds, if after that the quest is still not there let me know.
The Support center is always available and the chat is only available at certain times. If the chat isn't up your best bet would be to use the Support center, it can takes some time for them to respond tho
