Just to add an update, this seems to be affecting all of the skills that require dual blade training books, and I cannot learn bloody storm due to being unable to finish slash storm. I think I'm going to stop playing until this is fixed.

No idea how to mark this as resolved, delete it, or close it or whatnot.
Can't buy anything from the general tab either.
So basically we can farm determination but it's useless, and the shop is open but doesn't sell things. Why even bother launching the content if it's blocked off?
