It doesn't seem to matter what I'm doing, it always hitches in these intervals. Should be noted that I play from Europe with an account made in 2006, but I have never had any issues like these until today when they reinstated the Europe IP block for new accounts.
There are no hitches on the login page, server select or character select page. The client itself seems to run as usual, no memory leaks, no CPU spikes.

Yes. +1. It's honestly offensive that they listed the reason for the condensed patch notes being that the old more detailed ones were "confusing". The only reason they were ever confusing is because of the huge amount of ninja-editing done to them, and a lot of the information that was listed in the patch notes, particularly regarding event details, were often incorrect or not the same as the specific event-posts that Nexon would usually put out weeks later.
