you can migrate an old account that had been on the EU server before the merge but you will have to wait (unknown amount of time) before you can play on it as future account migrations will happen "in the future"
if you have an old account form the EU server, it's best you start the process so you wont have to wait any longer than whenever the next account migration starts.
