Ursus 2x mesos occurs between 9PM and 11PM UTC.

For UTC+2/GMT+2, this means Ursus 2x occurs between 11PM and 1AM for your timezone.

Since this has begun to just degrade into a legacy server discussion with the added bonus of talking about illegal private servers, I'm closing this thread.

If you see one of these streams, you can report it to Nexon first and foremost and you can also report the stream directly to Twitch, as it violates their rules as well.

This is a known issue, Nexon is working on resolving this.

That cap will be raised in the pre-registration/skill balancing part of the Adventure update.

The number of Mileage credits available before cashing out has been increased from 10 to 20.

The Root Abyss equipment given by the event were temporary, as specified in the event notice and in the update notes. They were also marked in-game with a timer.
This is also why the equips could not be further enhanced or scrolled.

Ideally, you're meant to use these temporary equips to make it to level 200, at which point you can, ideally, work with others to obtain permanent Root Abyss gear from the bosses themselves.

If you're in non-Reboot, you can always purchase Root Abyss gear in the Auction House. If you're in Reboot or don't want to purchase gear, you'll need to find people who can help you through the Chaos Root Abyss bosses.
