It's nice that you'd like to practice boss mechanics, but Nexon doesn't want you to.
That is why they keep releasing new bosses with limited entries per day/week, and part of why they added the half hour wait between entries for those bosses that can be retried.

There is no utility for game developers in giving out their server to hackers to study at leisure.
They have internal testing environments and their own testers, and if necessary they invite hand-picked players to test content on Nexon's own test servers, where Nexon can record everything that happens for future reference.

According to the Terms of Use https://www.nexon.com/main/en/legal/tou/ that you signed, you will not engage in:

This means that doing anything to make the client communicate with anything other than the official Nexon servers, is against the terms of use.
And of course all the means necessary to create a private server, starting with sniffing out the protocol the client uses to communicate with the server, are also against the ToU.

As for your "the game is too grindy" excuse for botting - nothing justifies breaking the rules.
Would you pick up a soccer ball in your hands and claim that disallowing the use of hands makes the game too difficult or tedious?
Would you justify hiding cards up your sleeve at poker because "I really need to win this pot"?
Play the game by the rules or don't play it at all. It's that simple.

Finally, the "freedom of speech" argument.
Freedom of Speech applies to the government only. They are not allowed to silence certain ideas.
On private property, however, the owner of the property can decide who can say what or when. Or are you implying libraries and concert halls are infringing on your rights when they require that you keep quiet?
These are Nexon's own forums and they are perfectly within their rights to decide what may or may not be discussed here.

I think that the majority of players don't have many, or any, nebulites on their gear, and will hardly be immediately affected by this change.
In the long term, the bonus stats system will "raise the floor," because bonus stats are far more accessible to all players than nebulites.
The nebulite system could have been revamped to improve accessibility, but I can understand Nexon preferring to replace it with the same system they have in every other service. Far less effort and risk of imbalance than messing with an exclusive system.

Nobody is going to be losing 10m range, and even 5m is very doubtful.
The maximum someone can lose is 36% allstat (4% on each of 9 non-flamable equips) and 25% boss (on secondary), which doesn't show on range. The 25% boss on the weapon is replaced by boss+dmg+attack, which is actually going to raise range.

Let's assume a capped-out character at 99m range. 10m range would be a tenth of that. Which means 36% allstat would need to be 1/10th of their entire allstat. So they only have 360% (from potential and nebs) on all their gear combined? I don't think so.
Or are you talking about a character with only 50m range? 10m range would be a fifth of that. Which means 36% allstat is 1/5th of their entire allstat. So they only have 180% stat potential on all their gear combined?
The math just doesn't work out.

Yes, endgame players are going to lose some range and boss damage. Personally I would have preferred it if Nexon let us keep nebulites on gear that can't be flamed, until they raise the star cap. Making our top players weaker, even by a small amount, right before the introduction of a new boss, makes no sense to me. But there is no need to exaggerate the damage loss.

Mr. Lee can get you diligence in two ways:

1. Doing the quest from the Loudspeaker and then using the Report it gives you. This gives on average 100 diligence a day. If you only got 13 that's rather unlucky.

2. Escaping the island using any repaired vehicle. You need to collect the various drops from monsters on the island, and just hope you have the required materials when you encounter a broken vehicle. TIP: When you encounter a broken vehicle with a "complete" quest on it, check your quest helper to see what materials it needs, and drop any extras before talking to the vehicle. Pick them up after. This is because the quest will take all of the material you have, even if it needs less (for example, if it needs 10 screws and you have 15, it will take all 15).
After you have repaired the vehicle, talk to it again to ride it out of the island. Once you reach Mr. Lee and talk to him, you will receive another ~100 to all traits, including diligence.

Other than Mr. Lee, you can use Monster Collection.
You can easily collect the row of Evil Eyes in Ellinia, and the row of Stirge and Wraiths in Kerning City. Once you have those, you can use the "Exploration" tab of the Monster Collection to send them exploring. Every 3 hours you can collect gifts from them - which always include some Reward Points and some trait potions (giving 30 exp) , and also some enhancement items like Spell Traces or Occult Cubes. And more rarely, better cubes, epic potential scrolls, or chaos of goodness scrolls.

I only used Monster Collection and Mr. Lee, and got my PB to level 10 Diligence in 3 or 4 days.
