It's definitely worth using if you have an Arcane weapon.
Example: Arcane Umbra Knuckle gives +221 ATT. The skill goes on cooldown immediately after you use Overdrive. Meaning, you gain … (more)50% of your weapon's base attack (+110.5 ATT) for 30 seconds, and you lose 15% of your weapon's base attack (-33.15 ATT) for 35 seconds.

This would make a lot of balanced classes become unbalanced in comparison to hurricane skill classes.
