Did you do it on a character that was made before the event period? It has to be on a character that was made after the event began. Other than that, I'm not sure since it has worked for me.
The same thing happened to me in Reboot when applying a 2% Dex [B] Neb. It turned into 1% Dex. Also, when I put a +12 Dex [C] Neb on my other piece of gear, it turned into +1 Dex.
